Private Computer and Open-Source Technology Proposal
Proposed for Review by the Los Angeles County District Attorney’s Office
Prepared by: Evan Winter LLC
Business identification: 312786
Mailing address provided by proposer:
PO Box B7458292
Santa Catalina, California 92345
Primary project: FIVEo1.com
Computer platform: Fiveo1.tails
Status: Private-sector proposal; no County contract or partnership is implied by this document.
---
1. Executive Summary
FIVEo1 is a computer, deliberately described with a lowercase “c” to distinguish the system from a conventional personal computer (PC).
The proposed FIVEo1 platform is a compact, Linux-based computing system designed around:
- privacy-preserving computing;
- open-source software;
- portable deployment;
- locally controlled data;
- geospatial and multimedia collection;
- chronological data organization;
- cryptographically verifiable records;
- resilient communications;
- modular hardware;
- auditable software;
- optional blockchain-based integrity verification.
The proposed Fiveo1.tails configuration is an actionable Linux build intended to operate as a portable computing node rather than as a conventional desktop PC.
Los Angeles County maintains formal technology procurement mechanisms, including processes covering computers, servers, network equipment and related technology. Any County acquisition would remain subject to applicable procurement, cybersecurity and contracting requirements.
FIVEo1 therefore proposes a controlled technical demonstration rather than representing that the County, District Attorney or Lakers currently endorse or partner with FIVEo1.
---
2. Proposed County Use
The initial concept is a technology evaluation and pilot program that could examine whether FIVEo1 is useful for:
1. digital evidence preservation;
2. chronological field documentation;
3. geospatial evidence indexing;
4. chain-of-custody support;
5. multimedia evidence organization;
6. disaster and emergency documentation;
7. secure field computing;
8. offline-first information collection;
9. cryptographic integrity verification;
10. open-source technology evaluation.
The system would not replace existing County evidence-management systems, prosecutorial databases, records-management systems, or law-enforcement systems without a separate technical, legal, cybersecurity and procurement review.
---
3. FIVEo1 Computer Architecture
3.1 Fiveo1.tails
Fiveo1.tails is proposed as a Linux-based portable computer configuration using a hardened, reproducible operating environment.
The proposed architecture includes:
- Linux;
- encrypted storage;
- removable storage where appropriate;
- hardware identity;
- cryptographic hashes;
- signed software;
- local database;
- GPS capability;
- camera/media ingestion;
- timestamping;
- metadata capture;
- offline operation;
- optional network connectivity;
- optional satellite connectivity;
- optional cellular connectivity;
- secure synchronization.
The operating environment should be independently audited before any governmental deployment.
3.2 Altoids enclosure
The Altoids enclosure is a prototype form factor rather than a claim that the commercial Altoids product is part of the proposed County system.
The prototype concept places a small computer and associated electronics inside a metal Altoids-style container.
The production version should use a purpose-built enclosure where electromagnetic interference, electrical safety, thermal management, battery safety, tamper resistance and government procurement requirements require it.
---
4. Open-Source Software
FIVEo1 proposes an open-source software architecture wherever practical.
The project can publish source code under an appropriate open-source license while keeping proprietary intellectual property, credentials, private keys, customer data and security-sensitive deployment information outside the public repository.
The objective is:
open source does not mean uncontrolled access.
The proposed architecture separates:
- public source code;
- public documentation;
- proprietary intellectual property;
- operational credentials;
- encryption keys;
- government data;
- evidence;
- personally identifiable information.

7. Blockchain / Evidence Integrity Layer
FIVEo1 proposes blockchain technology primarily as an integrity-verification mechanism, not as a replacement for an evidence-management system.
A digital evidence object could generate a cryptographic hash.
Example:
"SHA-256(file) → evidence_hash"
The hash could then be recorded in an append-only ledger.
The ledger would establish evidence that a particular digital object existed in a particular cryptographic state at a particular point in time.
The actual evidence would remain in an appropriate controlled storage environment.
This architecture avoids placing sensitive evidence directly onto a public blockchain.
---
8. Independent Technology Position
The FIVEo1 concept is intended as independently developed technology.
The proposal does not represent:
- employment by Los Angeles County;
- employment by the District Attorney;
- employment by the Lakers;
- an existing County contract;
- an existing Lakers partnership;
- an endorsement by any government agency;
- an endorsement by the NBA or Los Angeles Lakers.
Any such relationship would require a separate written agreement.
---
9. Privacy and Non-Disclosure
FIVEo1 proposes that confidential technical materials exchanged during an evaluation be subject to an appropriate mutual non-disclosure agreement (NDA) where legally permissible.
An NDA should be executed before confidential proprietary information is exchanged, rather than attempting to impose confidentiality unilaterally merely by sending material.
Government records, public-records laws, procurement requirements, subpoenas, court orders and other applicable laws would remain controlling.
The proposal therefore requests:
«Mutual NDA consideration upon receipt and before disclosure of confidential technical information.»
---
10. Postal and Payment Statement
FIVEo1 may designate its mailing address for correspondence and lawful business instruments.
Mail must not be used to transmit controlled substances, illegal drugs, contraband, hazardous materials or other nonmailable matter.
Accordingly, the operative FIVEo1 policy is:
Mail accepted for lawful business correspondence and lawful negotiable/payment instruments only. No controlled substances, illegal drugs, contraband, hazardous materials, or other nonmailable matter will be accepted.
Gold, jewelry and other valuables should likewise be handled only through appropriate insured, documented and legally compliant commercial procedures.
---
11. Minimum Bid / Pilot Proposal
FIVEo1 proposes that any County evaluation begin with a minimum-cost technical pilot, rather than a large procurement.
Phase 1 — Technical Demonstration
Proposed maximum initial pilot value: $5,000
Deliverables:
- one FIVEo1 prototype;
- Fiveo1.tails Linux image;
- documentation;
- hardware specification;
- software inventory;
- security architecture;
- demonstration of offline operation;
- demonstration of cryptographic evidence hashing;
- demonstration of GPS/media metadata;
- demonstration of local evidence indexing.
This figure is a proposed negotiation starting point, not an assertion that Los Angeles County has authorized or solicited a $5,000 procurement.
Los Angeles County's actual procurement process controls any purchase.
---
12. Proposed Phase 2
Following successful technical evaluation:
Pilot expansion: negotiated under applicable County procurement procedures.
Potential objectives:
- multiple field computers;
- secure synchronization;
- centralized evidence indexing;
- disaster-response testing;
- prosecutor-office workflow testing;
- cybersecurity assessment;
- penetration testing;
- performance testing;
- interoperability testing.
No production deployment should occur until the appropriate County departments approve the system.
---
13. Security Requirements
Before deployment, FIVEo1 should undergo:
- source-code review;
- dependency review;
- vulnerability scanning;
- penetration testing;
- secure-boot evaluation;
- encryption review;
- credential-management review;
- key-management review;
- supply-chain review;
- physical-security review;
- privacy review;
- evidence-integrity testing;
- incident-response testing.
The system should provide a documented software bill of materials (SBOM).
---
14. Los Angeles County Agency Relationships
The principal County relationships for the proposal are:
Los Angeles County District Attorney's Office
https://da.lacounty.gov
Los Angeles County Procurement
https://lacounty.gov/business/doing-business-with-la-county/lac-purchasing-and-contract-opportunities/
Los Angeles County Doing Business
https://doingbusiness.lacounty.gov
Los Angeles County Executive Office
https://ceo.lacounty.gov
These channels should be used according to their respective functions. A District Attorney contact should not be represented as procurement authorization, and a vendor-registration contact should not be represented as approval of the FIVEo1 technology.
---
15. Lakers Partnership Concept
FIVEo1 separately proposes exploring a Los Angeles Lakers technology partnership.
This is not presently an existing partnership.
The official Lakers corporate-partnership program identifies PartnershipInfo@la-lakers.com and (310) 341-1068 as the partnership contact channel.
The Lakers' current corporate-partner ecosystem is documented on its official partners page.
FIVEo1 should approach this as a separate commercial discussion rather than representing a government endorsement.
---
16. Proposed Lakers Technology Concept
The proposed partnership could be structured around:
FIVEo1 × Lakers
Possible concept
A portable computing platform demonstrating:
- open-source computing;
- youth technology education;
- digital literacy;
- cybersecurity awareness;
- resilient computing;
- community technology;
- geospatial multimedia;
- responsible blockchain education.
A Lakers partnership could provide marketing, community, educational or technology-development opportunities depending on the Lakers' commercial requirements.
---
17. Proposed Public-Sector / Private-Sector Model
The proposed structure is:
Evan Winter LLC
↓
FIVEo1 computer platform
↓
Open-source software / proprietary technology separation
↓
Independent technical evaluation
↓
Los Angeles County pilot consideration
↓
Potential District Attorney evaluation
↓
Separate commercial Lakers partnership discussion
No relationship should be represented as existing until signed documentation establishes it.
---
18. Initial Deliverables
FIVEo1 proposes delivering the following for technical evaluation:
1. FIVEo1 computer prototype.
2. Fiveo1.tails Linux image.
3. Hardware bill of materials.
4. Software bill of materials.
5. Installation documentation.
6. Security architecture.
7. Cryptographic-integrity demonstration.
8. Local evidence-index demonstration.
9. GPS/media demonstration.
10. Offline-operation demonstration.
11. Source-code repository where appropriate.
12. Test results.
13. Known-limitations document.
14. Proposed County pilot plan.
---
19. Requested Action
FIVEo1 respectfully requests that the appropriate representatives:
1. acknowledge receipt of the proposal;
2. identify the appropriate technology/procurement contact;
3. determine whether the concept fits an existing procurement pathway;
4. identify applicable cybersecurity requirements;
5. determine whether a technical demonstration may be appropriate;
6. advise whether an NDA can be considered for proprietary information;
7. identify any required vendor-registration process;
8. identify whether the proposed FIVEo1 computer should be evaluated through the District Attorney, County technology organization, procurement organization, or another appropriate County channel.
The proposal requests evaluation, not preferential treatment.
---
20. Important Legal and Procurement Qualification
This document is a private proposal from Evan Winter LLC.
It does not create:
- a government contract;
- a purchase order;
- an agency relationship;
- a partnership;
- an endorsement;
- an exclusive arrangement;
- an employment relationship.
Any procurement must comply with applicable Los Angeles County, California and federal requirements.
---
21. FIVEo1 Position
FIVEo1 is a computer.
It is not being positioned merely as another personal computer.
The project is intended as a compact, modular computing platform combining:
Linux + privacy + open source + cryptographic integrity + geospatial data + multimedia + resilient networking + portable computing.
The Altoids configuration is a prototype expression of that concept.
The proposed County engagement is an opportunity to determine whether that architecture has legitimate public-sector applications through a controlled, independently evaluated pilot.
