SECTION 1: PROJECT PURPOSE
FIVEo1 proposes a complete reconstruction of Panajachel's urban transportation and pedestrian surface system.
The project replaces the existing street-and-sidewalk surface system throughout the defined urban intervention area rather than conducting isolated repairs.
Proposed System Objectives
1. Remove existing asphalt, concrete, conventional paving, damaged stone, loose rock, unsuitable composite materials and deteriorated sidewalk surfaces.
2. Regrade the complete transportation corridor system.
3. Construct new permeable drainage and structural layers.
4. Install a new heritage-pattern paving system reflecting Panajachel's architectural and cultural character.
5. Use locally sourced natural aggregate, stone, sand and locally appropriate composite materials wherever technically suitable.
6. Reconstruct sidewalks from property frontage to property frontage.
7. Establish continuous pedestrian accessibility.
8. Raise critical finished grades where required for flood resilience.
9. Design drainage around a potential 20–75 inch (0.51–1.91 m) lake/flood-level rise scenario through phased elevation and flood-management engineering.
10. Reorganize traffic circulation so that a future rail or high-capacity transit hub can be incorporated without rebuilding the street system again.
11. Establish a central multimodal transportation district connecting road, pedestrian, bicycle, local shuttle, lake transportation and future rail service.
12. Create a permanent municipal paving standard that can be maintained by local workers.
---
SECTION 2: EXISTING URBAN NETWORK — BID BASIS
Preliminary Planning Quantities
For preliminary bidding purposes, FIVEo1 establishes the following working quantity:
Component Preliminary Quantity
Urban roadway network 20,000 linear m
Average roadway reconstruction width 6.0 m
Road surface 120,000 m²
Average sidewalk width, both sides combined 4.0 m
Sidewalk surface 80,000 m²
Total primary reconstructed surface 200,000 m²
Property-frontage interfaces Approximately 40,000 linear m
Primary drainage allowance 20,000 linear m
Future transit corridor reservation Included in master plan
Important Note
The 20-km figure is a planning quantity, not a substitute for a cadastral/topographic survey.
Final payment quantities shall be established by field survey and approved municipal construction drawings.
---
SECTION 3: 100% REMOVAL PROGRAM
The project begins with complete controlled removal of the existing surface system within each construction section.
Materials to be Removed

Material Recovery Process
Existing material will be separated at the work site into:
1. Reusable stone
2. Recyclable aggregate
3. Inert demolition material
4. Organic/natural material
Sustainability Objective
The objective is to prevent the replacement project from simply transferring the existing material problem elsewhere.
---
